The “highly respected” leader of Hertfordshire County Council Labor has died aged 71.

Judi Billing died surrounded by her family in the early hours of the morning (24 November).

Ms Billing was a sitting county councilor in Hitchin North and led the County Hall Labor Party in Hertford. She also became a District Councilor in North Hertfordshire in her twenties.

His deputy, Cllr Nigel Bell, said: “We are devastated to hear the very sad news of the passing of our dear colleague and leader of our group Judi Billing.

“We send our condolences and deepest sympathy to Judi’s family.

“We have lost not only a much loved colleague from County Council, but also a trusted friend and mentor. Judi was well respected not only among her Labor colleagues on County Council and for her long years of service to North Herts Council, but across the political party spectrum here and nationally.

“When we think of Judi, we will always remember her deep commitment to public service, and even in difficult times she always went out of her way to ensure she fulfilled her responsibilities.

“When Judi spoke to the board, it was always to make a relevant and revealing point with her own distinct and direct style.”

Ms. Billing served as her group’s spokesperson for education, public health and community safety and served on various committees and issue groups.

The Jewish great-grandmother contributed to Labor local government regionally and nationally through a number of roles in the Local Government Association and the Association of Labor Councilors.

She was also a Fellow of the Royal Society of Arts and a Freeman of the City of London.

Ms Billing received an MBE in 2015 for her services to local government.

Conservative County Council Leader Richard Roberts described Ms Billing as a “dedicated, passionate and hard-working” councilor who was “admired by all who worked with her”.

Stephen Giles-Medhurst, leader of the Liberal Democrat group, also paid tribute, saying: “Judi was a dedicated politician and community activist, which was evident not only in the council chamber but in her community.”
